Travel Updates from the Ministry of Civil Aviation, Government of India. The Government of India has relaxed travel restrictions for domestic air travel within India, effective from Monday, 25th May, 2020. The Ministry of Civil Aviation has issued COVID-19 detailed guidelines that need to be followed by the passengers before arriving at the airport, at the airport, in-flight and upon reaching the destination.   • All passengers must fill the self-declaration form attached here, which will need to be submitted at the airport, to be allowed to travel.

Andaman and Nicobar

Quarantine Regulations

  • Thermal screening will be done for all passengers
  • Passengers carrying RT-PCR report NOT older than 48hrs from departure can proceed with onward journey
  • No institutional or home quarantine for passengers with negative RT PCR test report.

Required Documents

  • All passengers must download Aarogya Setu App
  • All Incoming passengers arriving into airport effective from 26th December 2020 onwards, shall have to mandatory carry RT-PCR negative test report issued from a ICMR approved lab, subject to condition that RT PCR test should have been taken within 48 hours prior to commencement of journey.
  • Any passenger arriving without RT-PCR negative test report will be deported on the same flight.

  • Travel to North, Middle & Little Andaman Island is not permitted for tourism purpose till further orders

Andhra Pradesh

Required Documents

  • All passengers are required to register themselves on Spandana website www.spandana.ap.gov.in
  • All passengers must download Aarogya Setu App.

Assam

Quarantine Regulations

  • Thermal screening will be conducted upon arrivals
  • COVID swab test will be conducted upon arrivals. Antigen test available in GAU.
  • Passenger with Valid Return ticket within 24 hours are exempted from Quarantine GAU
  • For GAU, since Antigen test is available, following shall be the steps for arriving passengers from other states.
  • If the test result is positive, the passenger will be moved to COVID facility for further processing.
  • If the results are negative, swab test will be done & sent for RT-PCR COVID19 test also. The passenger will be allowed to proceed and Home quarantine for 05 days within which RT-PCR results will be shared.
  • Passengers not willing to quarantine can avail the RTPCR results within 60 mins by paying 2200/- INR. Please visit State Government’s website for detailed Quarantine Regulations.
  • Children below 10 years
  • If the passenger does not wish to Home quarantine, district administration will facilitate the quarantine option in a hotel. The expenses will need to be paid by the passengers.

Exemption to quarantine shall also to be given for following scenarios

  • Foreign dignitary / diplomats belonging to any embassy or diplomatic mission in India on an official visit.
  • Officials of multilateral funding agencies like world bank, ADB, JICA e.t.c on an official visit.
  • Officials of investigation / intelligence/ agencies such as NIA, CBI, ED, IB on an official visit covert visit.
  • Official of income tax on an official visit.
  • Passengers returning back to state within 24 hours of departure.
  • Asymptomatic Child below 10 years. However, parents may opt for test at designated COVID 19 test centres.
  • Persons who have undergone COVID 19 RTPCR test from ICMR approved centres not before 72 hrs of their arrival at GAU and their results are negative.
  • Pregnant Women
  • Elderly passenger above 75 years
  • Person due to attend funeral of immediate relation.
  • Symptomatic Passenger shall undergo RT PCR test also.

Bihar

Quarantine Regulations

  • There is no mandatory quarantine for travellers, however, it is advisable to self-monitor.

Chandigarh

Quarantine Regulations

  • Thermal screening will be done for all passengers
  • No quarantine required

Required Documents

  • Passengers will have to submit the health declaration form

Chhattisgarh

Quarantine Regulations

  • ONLY for symptomatic passengers, institutional quarantine till the test results are available.

Required Documents

  • It’s NOT mandatory to apply for e-pass.

Other Guidelines

  • Health Profiling will be conducted upon arrivals

Dadra and Nagar Haveli/ Daman and Diu

Quarantine Regulations

  • Passengers must give an undertaking on the portal that they will undergo mandatory quarantine for 14 days i.e. 7 days paid institutional quarantine at their own cost followed by 7 days of isolation at home with proper self-monitoring of health.
  • Passengers shall be exempted from quarantine if they produce COVID 19 negative test certificate issued by ICMR recognized lab, not older than 72 hours prior to the arrival in Diu.

Required Documents

  • A self-declaration form stating that the passenger is free of Covid-19 or an Arogya Setu status update is required before boarding any flight. Those with ‘Red’ status on their Arogya Setu App cannot fly.

More Guidelines

  • All passengers would be required to undergo screening upon arrival.
  • Passengers from Gujarat would be required to stay in a specified area at the airport and would be dropped off to the borders of the district. They would have to arrange for their transport from thereon. If required, they will be assisted by the district administration to contact the administration of their destination.

Specific Guidelines for Air Travel:

  • It is advisable that all passengers web check-in before arriving at the airport. Physical check-in has been suspended at most airports across the country temporarily.
  • Passengers arriving at the airport should always be wearing a mask.
  • Passengers will be thermally screened before entering the airport.
  • Passengers ought to time their entry into the airport 2 hours before departure (minimum). At most airports, the baggage drop off counters close about 60 minutes before departure.
  • No meals will be served on board due to safety concerns.
  • Only one check-in bag will be allowed.
  • No newspapers or magazines will be provided on board any flight.
  • The use of baggage trolleys will be minimised to ensure less number of touch point infections.
  • Passengers are requested to check the travel advisories and guidelines issued by their respective airports (departure and arrival) before travel.

Hotel Guidelines:

  • Hotels are now open, except for the ones located in containment zones, which shall remain closed until further notice.
  • According to Government issued advisories, those above 65 years of age and those with co-morbidities are strongly advised to avoid travel and hotel stays.
  • Those staying in hotels always have to wear a face mask and practice social distancing.
  • Online advance booking is mandatory and must be done at least 2 days before the date of arrival. This will help the administration maintain a list of visitors arriving in every hotel.

Delhi

Quarantine Regulations

  • COVID Test is not required 
  • Thermal screening will be done for all passengers upon arrival
  • 07 days of Home Quarantine. Constitutional & Govt. functionaries and their staff members are exempted from 7 days of home quarantine.

Goa

Required Documents:

Gujarat

Quarantine Regulations:

  • Asymptomatic passengers entering Gujarat will not be quarantined, however they will be permitted to go with advice that they will self-monitor their health for 14 days.

Required Documents:

  • Effective 1st April 2021, all passengers entering Gujarat must carry their negative RT-PCR reports
  • All passengers must download Aarogya Setu App

Haryana

Quarantine Regulations

  • COVID Test is not required
  • Thermal screening will be done for all passengers upon arrival

Himachal Pradesh

Quarantine Regulations

  • 14 days of Institutional Quarantine for passengers arriving from any Red Zone district outside of Himachal Pradesh or passengers having ILI (Influenza Like Illness) symptoms irrespective of the zone from where they are arriving.
  • 14 days of Home Quarantine for passengers arriving from any Red Zone district outside of Himachal Pradesh and are carrying COVID-19 negative test report from ICMR authorized lab which should not be older than 48 hours from the date of departure.

Other Guidelines

  • Entry/Exit from State borders will be allowed only from 6 A.M. – 8P.M.
  • COVID Test is not required
  • Thermal screening will be done for all passengers upon arrival

Jammu and Kashmir

Quarantine Regulations

  • COVID-19 tests are mandatory for all passengers
  • No institutional quarantine now. Pax if tested positive will be sent for 14 days home quarantine.

  • Passenger is required to fill up ICMR Health form on arrival.
  • Passenger is required to undergo COVID-19 Test at the Airport

Jharkhand

Other Guidelines

  • All passengers must download the Aarogya Setu App
  • Passengers are advised to self-monitor their health for 14 days
  • Thermal screening will be conducted for all passengers

Karnataka

Quarantine Regulations

  • No quarantine required

Required Documents

  • Effective 21st Feb’21, it’s mandatory to carry negative RT PCR test certificates, for passengers travelling from Maharashtra and Kerala, to be given permission to enter the state of Karnataka

Kerala

Quarantine Regulations

  • All passengers entering Kerala are required to undergo 14 days of home quarantine
  • There will be no mandatory quarantine for those visiting Kerala on short term trips. They have to instead obtain an entry pass.

Required Documents

  • All passengers must download the Aarogya Setu App. 
  • All travellers travelling outside Kerala are required to get exit passes issued from the District Administration at designated airports, after undergoing health screening.
  • All passengers need to have a valid e-Pass, obtained from Covid19 Jagratha portal.
  • Boarding pass would only be issued to passengers who produce a valid entry pass obtained from the Covid19 Jagratha portal.
  • All passengers intending to visit any other State or UT after entering Kerala shall be required to have the entry pass for Kerala and the State or UT s/he intends to visit.

  • Thermal screening shall be done for all passengers
  • COVID test for symptomatic passengers.

Ladakh

Quarantine Regulations

  • 7 days of home quarantine is mandatory for all incoming passengers who plan to stay more than O7 days in Ladakh.
  • Passengers staying for less than 05 days, must carry a Covid-19 negative certificate using RT PCR Test, no later than 48 hours before their arrival in Ladakh from ICMR approved Test laboratories to avoid quarantine.

Required Documents

  • Passengers must provide valid contact and address details of their stay in Leh.
  • They should also install Aarogya Setu app in their phones.

Other Guidelines

  • Thermal screening will be done for all incoming and outgoing passengers as well as staff.
  • Medical camps will be set up at the airport with ambulances on standby.
  • Mandatory Rapid Antigen Test will be performed on all incoming passengers. If found positive, they will be sent for institutional quarantine from the airport.

Lakshadweep

Quarantine Regulations

  • All travellers arriving through Agatti Airport must quarantine for 14 days at Cochin and then again go for 14 days of quarantine after reaching Agatti.

Madhya Pradesh

Required Documents

  • All passengers must download Aarogya Setu App
  • All passengers are required to download the Indore 311 App & do a self-registration before arrival.

More Guidelines

  • Undertaking will be taken for Home Quarantine for 14 Days in case passengers develops COVID symptoms
  • All passengers are required update their health status on Indore 311 App for next 14 days.
  • For business travellers there is no restriction if staying less than 3 days. While exiting the airport passengers need to inform admin official about the short stay.
  • Thermal screening is done for all passengers

Maharashtra

Quarantine Regulations

  • No quarantine & hand stamping for asymptomatic passenger
  • Symptomatic passengers shall be sent to the nearest COVID care centre

Required Documents

  • Negative RT-PCR report, of sample collected within 72 hours before the scheduled time of landing, is mandatory for passengers travelling from Rajasthan, Goa, Gujarat and Delhi NCR & Kerala (Kerala added eff. 14th Feb 21) to Maharashtra.
  • Passengers not having the RT PCR test reports will have to compulsorily undergo RT PCR test at concerned airports at their own costs
  • All passenger to download Aarogya Setu app & furnish declaration
  • Passengers to submit Health declaration form on arrival

Manipur

Required Documents

  • All passengers arriving into Manipur must apply for e-pass to the Deputy Commissioner of their home district at least 2 days in advance.
  • All passengers must download Aarogya Setu App

Other Guidelines

  • Passengers arriving with a valid e-pass will be allowed to leave the airport to report to the centres designated by the DC of home districts
  • Passengers arriving without e-pass will be ferried by MST buses for reporting to the HRD academy or any other centres designated by the DC of home district
  • Thermal screening will be conducted for all passengers

Meghalaya

Quarantine Regulations

  • RT PCR test for all arriving passengers on chargeable basis in case passenger is not carrying a negative COVID-19 report on arrival (not earlier than 72 hours prior to arrival).
  • If tested positive, passengers will be transferred to COVID facility for further processing.

Required Documents

  • All passengers must download Aarogya Setu App.
  • All passengers must register on the State portal to generate a unique e-invite http://meghalayaonline.gov.in/covid/testing.htm
  • E-invite can also be generated on Meghalaya Tourism App.
  • Both e-invite & COVID negative report (not earlier than 72 hours of arrival) are MANDATORY for entry into Meghalaya state.

Mizoram

Quarantine Regulations

  • Passengers can choose in between 14 days of institutional quarantine or 14 days of home quarantine, provided passengers can clear the Rapid Antibody Test

Required Documents

  • Self- declaration form to be taken from arriving passenger
  • Health status to be certified on Aarogya Setu App before departure.
  • It is mandatory for all passengers to have the m-pass, which can be found here: https://mcovid19.mizoram.gov.in/

Other Guidelines

  • Passenger need to register themselves on the state website for the quarantine options: https://mcovid19.mizoram.gov.in/
  • Thermal screening will be done for all passengers
  • Passengers with valid m-pass will be allowed to board the flights for Aizawl

Nagaland

Quarantine Regulations

  • All passengers have to undergo 7 days of institutional quarantine and another 14 days of home quarantine after that
  • The following passengers can be exempted from institutional quarantine, but will have to undergo 28 days of home quarantine with active surveillance
  • Person above the age of 60 years,
  • Children & parents of children 10 years & below
  • Pregnant women & accompanying spouse

Odisha

Required Documents

Punjab

Quarantine Regulations

  • Thermal screening will be conducted for all passengers
  • No quarantine for domestic passengers

Required Documents

  • Before boarding, passenger to register on COVA Punjab app, the registration will be checked for each passenger.
  • All passengers must download the Aarogya Setu App.

Other Guidelines

  • COVID-19 test shall be performed on random basis
  • Thermal screening will be conducted for all passengers

Rajasthan

Quarantine Regulations

  • 14 days of voluntary Home Quarantine for all passengers
  • Symptomatic passengers shall be isolated and taken to nearest health facility.

Required Documents

  • All passengers must download Aarogya setu App
  • All passengers must submit Self-Health Declaration and go through screening process.
  • Passengers travelling from Maharashtra and Kerala to Rajasthan need to carry a negative RT-PCR certificate to be given permission to enter the state.

Tamil Nadu

Quarantine Regulations

  • 07 days of Home Quarantine & 07 days of self-monitoring for all passengers arriving into Tamil Nadu from Maharashtra & Kerala.
  • 14 days of self-monitoring for all passengers arriving into Tamil Nadu from other states/UT.
  • Business travelers coming to Tamil Nadu for short stay (less than 72 hours) are exempted from home quarantine. Not applicable for passengers arriving into CJB.
  • Symptomatic passengers will be required to go for Institutional Quarantine till the time COVID test results are available, at the discretion of Health Officials. Post which they will be required to complete remaining period of Home Quarantine

Required Documents:

  • No COVID Testing for passengers arriving from other airports in Tamil Nadu, other states & UTs
  • COVID Testing will be done to only symptomatic persons coming from Maharashtra & Kerala
  • All passengers must have the Aarogya Setu App on their devices

Other Guidelines

  • Thermal screening shall be done for all passengers
  • For passenger arriving in CJB, following shall apply
  • It is mandatory for all passengers arriving in CJB to have Auto E-Pass & also carry a negative RT-PCR report not earlier than 72 hours. RT-PCR timeline starts from the swab collection time. The same is not applicable for passengers arriving from Karnataka, Andhra Pradesh & Puducherry)
  • In case the passenger arrives without RT-PCR report, COVID testing shall be done free of cost at the airport and the passengers shall be released after sample is taken. Further action will be taken basis the test result.
  • Customers who undergo test on arrival and are:
  • Found to be positive and symptomatic – will be taken to hospital isolation.
  • Found to be negative and asymptomatic – will have to undergo for self-monitoring for 14 days.
  • Found to be negative and symptomatic – will be taken to hospital isolation and decided based on Medical Opinion

Telangana

Guidelines:

  • All passengers will have to undergo thermal screening
  • No quarantine for domestic passengers

Tripura

Quarantine Regulations

  • COVID test shall be done for all arriving passengers. The test will be done by state health officials & passengers do not need to pay for the swab test.
  • Thermal screening shall be done for all passengers
  • All Symptomatic passenger shall undergo 14 days Quarantine.
  • Asymptomatic passengers are exempted from quarantine.

  • Passenger going to Bangladesh will be via Akhaura check-post will be transported via special transport on payment basis.

Uttar Pradesh

Quarantine Regulations

  • All passengers entering Uttar Pradesh for long-term stays would have to undergo a mandatory 14-day home quarantine.
  • Passengers exiting Uttar Pradesh within 7 days of arrival shall be exempted from mandatory quarantine subject to validation of return/onward travel.
  • International passengers will have to undergo 7 days of institutional quarantine.

  • Passenger coming for short duration (< 7days) & travelling to some other destination will have to submit their travelling details & will be exempted from quarantine measures.

Other Guidelines

  • All passengers must download the Aarogya Setu App.
  • All passengers entering Uttar Pradesh for a stay of less than a week or transiting, do not need to undergo home quarantine. However, they would not be allowed to enter areas marked as hotspots.
  • All passengers will have to undergo thermal screening

Uttarakhand

Quarantine Regulations

  • No quarantine for travelers coming to Uttarakhand with stay less than 7 days. Visitors will provide residence/stay address to authorities.
  • Home quarantine for visitors coming for more than 7 days.
  • 10 days of Institutional quarantine for Army & paramilitary personal.
  • Govt official from state & centre, Judges of Supreme & High court and other judicial officers, MP’s & MLA of Uttarakhand & support staff are exempted from quarantine.
  • All passengers will be exempted from home quarantine if they arrive with RT-PCR/TrueNAT/CBNAAT/Antigen test with negative report not more than 96hrs before arrival. This is not mandatory.
  • If the passenger is found positive necessary protocols laid down by state authorities will be followed.
  • COVID Test will be done (free of cost) for passengers arriving from Delhi. Passengers with positive COVID result will be sent to quarantine centre for further processing.

  • Prior to their travel, all visitors to the state are required to register themselves on the Smart City web portal: http://smartcitydehradun.uk.gov.in/. Registration documents will be verified at the border check posts.
  • All visitors must download the Arogya Setu app and update their medical information on it.

  • Thermal screening shall be conducted for all passengers.
  • Official of Uttarakhand on return to state after 5 days shall get the COVID-19 test done.

West Bengal

Quarantine Regulations

  • 14 days of Self-monitoring for all asymptomatic passengers is advised.
  • For symptomatic passengers, the Health Authorities will decide the Quarantine requirement on case basis

  • All passengers must fill up and submit the declaration form using Sandhane App developed by H&FW Department West Bengal.

  • Effective 27th February’21 12 PM, passengers traveling from Maharashtra, Kerala, Karnataka and Telangana to West Bengal, would need a negative RT-PCR certificate to be given permission to enter the state
